2015 Scarab 165 HO stuck in docking mode

I have a 2015 Scarab 165 HO with 26 hours. I took it out this afternoon and boat feels way down on power. it appears that it is stuck in docking mode. Throttle does not move all the way forward. Any help greatly appreciated..
