2016 242 Limited SE Throttle Cable stiff and hard to move

The other day I sucked a rope into the starboard engine. I’m not sure that it has to do anything with this, but the starboard engine throttle cable is now jammed. It doesn’t move easily, and it feels stiff, which causes the controller to get stuck in one position. Ultimately causes the engine not to start, so what do I need to do could it be lubricant?? I have attached photos nothing is bent or looks out of the ordinary

I would try a penetrating lubricant spray on the exposed end of the cable. Then move the throttle from fwd to reverse a dozen or so times. Wait a bit, retreat and see if there is any improvement.

Looks like your rubber gaskets are also missing

if no improvement, you probably need to look at replacing the cable.
