2016 AR240 swim platform LEDs?

I need some help.
These little things (pictured below) are LEDs, right? How do you turn them on?
Don't come on as courtesy lights...
Are they broken or on a special circuit? Any suggestions would be greatly appreciated.

Yes they are the drains for the cup holders. I wish they were LEDs.

Speaking of cupholder drains check the one that is just left of the helm -- mine was disconnected and draining onto the electronics due to the hose laying on the floor.

I thought they were lights when I bought mine. Realized what they were the first time I washed the boat.
