In theory it should and mine does. Most bilge pumps these days are float style, meaning if the switch is off, the pump will still activate once the float reaches a certain threshold (if the battery is on). I see mine every so often turn of when we are at the beach even through the switch is off, but when I take my boat out of the water and put it on the trailer, I flip the switch and water comes out even though there was not enough water to trigger the float to turn on. Looks like your PN is F4A-U8360-00-00, and judging by the owners manual, it looks like the switch needs to be on, but the pump will not run unless it detects a certain amount of water (please reference bilge pump section on the second page)
On the 18' it should come on even if main switch is off. It's hooked directly to battery with a in line 3amp fuse. Check the fuse near battery if not working automatically.
