240SX throttle issues

I have a 2014 240SX and this weekend I experienced throttle issues. When I push down even full throttle I can only get to 13 mph. I checked for obvious intake blockage and saw nothing. What could be the cause? Impeller damage, hidden blockage, linkage problems? Need help troubleshooting this issue. Thanks
 
Are you getting full throttle rpm's? If so it could be cavitation by a blockage or maybe clean out plug loose. If the engines are both getting full rpm's then it could also be the cable to lift the jets nozzles out if the way. I k ow it's called something else but just having a brain fart now.

I am not get to getting more the 6500 rpms and only about 12 mph.

Tops at 6500. And only 12 mph. No thrust power
 
Thinking maybe the buckets aren't going up fully. If they are still in the way they will overload the engine and stop it from revving and not get your full speed. Make sure they go all the way up at the first throttle stop. Also recheck your clean out plugs.

My clean out plugs are clean. Anything thing else I need to look relative to the clean out plugs.
 
Is your boat on a trailer? Can you see in the jets from the rear? If the cleanout plugs are in properly, there's got to be a wad of grass in each impeller or the intake grates clogged up with something if 6500 rpm isn't getting you up to speed.
 
When you were at 6500rpm, were you getting a good stream of water from the outlets. Should be a strong stream at that rpm.
