What are you thinking of doing and on what boat? You have a 230 but posted this question in the 240 part of the forum.
 
I have a 2011 242 Limited. I was thinking of adding this Reborn black tower & bimini. The requirements are met except for deck thickness, which needs to be atleast 0.5" or >.

 
I would believe that it would be thick enough, you just need to make sure that you use the appropriate material & sized backer plate
 
Top of the hull cap - yes.
Gunnels (anywhere) - no way; too thin and way too much flex in those newer FRP hulls.
