Alright first time out on the wakeboard behind my new to me AR192. I bought the ridesteady speed control. So speed is not the issue. I shortened my rope as much as I could. The wake looks like it's there and I cut hard at it but it's flat by the time I get to it. I only had my family onboard which is probably 300lbs and gear. I've been spoiled to ride behind my in-laws wake boat for years now and I need more ramp. My question is what is the best ballasts I can add and where to improve the wake?

Swim deck mounted Fatsac is the best first ballast to get. Then for wakeboard I would say a ski locker bag (400#). That'll put you at about 1000 pounds of ballast. You could add another bow cushion bag as well

Which fatsac do you recommend for the swim deck? Is it a concern that I will most likely be exceeding the weight limit of the boat with the ballasts?

It's typical to overload boat using ballast. Go to Jetboatpilot you tube. They have a great video called "surf school". I think they used 1200 pounds total weight on a 19'.
The swim deck bag is made by Fatsac specific for Yamahas. It's a two tiered bag just like our swim deck. Buy the 19' one. Imo using water bags is better then lead because you can always drain the water out, and continue on your day. With lead your boarding and that's it. If you want to stop boarding you still have 1200 pounds onboard, or to unload. On top of that.... That's alot of 50 pound bags to carry to boat. However, with water bags you'll need to tie them down so they don't shift. Which looks ugly with ropes everywhere.
Here's what the fatsac looks like. With it you could do either side for surfing, or do in middle for wakeboard. Obviously you'll need to drain it to move. ......

I would thing tht would put you over weight and not be able to get your speed with that much weight

I haven't bought the fatsac yet. I like to wakeboard around 19mph. Hopefully someone will chime in and about their experience using it with around that speed.

Put a 750lb Fat Sac in the ski locker to sink the keel! Fortunately or unfortunately, depending on the time of day, these boats are relatively light compared to your same-size I/O or inboard. Great for trailering and speed. Bad for windy days and when you want a nice big fat wake. Thankfully there's plenty of aftermarket vendors and products that you can sink your money into to have the best of both worlds.

In reality it will. However, as Jetboatpilot has shown in their video it takes 1200-1500 pounds of ballast to have a great surf wave on our 19'ers
