NEW TO JET BOATS : sorry if stupid question:

yes they are the same engines as in the waverunners, which is helpful for parts etc..

Can a dealer who is authorized to sell Yamaha PWC handle Warranty work on the boat? What are peoples thoughts?

No usually. They surely work on them, but they either are authorized or not, and that takes certifications beyond PWC. I wouldn't fret too much, the chances of needing warranty work are pretty slim. The percentage of folks that have issues is often skewed in a forum where people come to talk about their latest issue. They are pretty trouble free for the most part.
