Bilge pump issue

My bilge pump doesn't turn ON.
Does it look like a fuse issue or a pump issue?

I plugged the drain plug. Filled the bilge with water and the pump wouldn't turn on.
It looks like upgraded pump like this one.

How do you guys reach the pump? I have to lay down on top of the engine and I can barely reach it. Stock on what to do with troubleshooting and replacing if needed.

Release the clips on the side and make sure the screen is clear and the impeller isnt jammed. Try spinning it by hand.

The pump is just seating in the round hole?
I just pull it out? I can barely reach the top of it.

See the blue clips on the sides? Press those while lifting the pump up. The blue part will remain on the bottom of the bilge.

The problem is reaching it. I can't even imagine how it was installed. I can reach one clip, but seems like another on the other side which is further away from m

I can disasable it?

Also the wiring seems to be going into the clean out plug side. There is nothing to unplug in the engine compartment.
Is that how they usually are? Meaning I need to remove the clean out plug tray to unplug the connectors if I want to replace it? Or do I just cut the wires and spice it together when new replacing the pump with a new one.

Buy a new one for 50 bucks. Not even worth trying to fix. The stator is probably frozen in corroded windings. That's how 3 of mine died.
 
what @Jgorm said. Get a new one and peace of mind. They are too cheap to fix and worry that it might stuck again
 
That's what I'm going to do I guess. What happened is I filled up with water and the pump turns on for like 3 seconds and you see water coming out from the discharge and then the light goes off on the switch and pump turns off. I took the pump out and it was working fine outside
