I'm getting ready to replace the black boarding strap on the rear of my 242. The webbing started to tear. Do I need to put any kind of sealant on the screws when putting them back in?

No.

Some people might put a dab of caulk in, but its only a focal point if you plan to surf and submerge the rub rail.
