You can't tie off due to the level of water rising or falling. You have to keep paying out line or taking it in.
 
I always thought you tied off to a part of the wall and the wall raised and lowered with the water levels...weird
 
Nope....you never tie off in a lock. You need a good long boat hook and people to hold ropes. The lock crews will give you directions over loud speaker (some more polite than others)
