Clean out plugs

I’m unable to remove the port side clean out plug. Any suggestions on how to remove it?
 
There are lots of posts on how to do this. If you are lucky just put some ice on it for awhile and see if you can't get it out.

When was the last time it was removed ?

I agree, try ice first, then rig up some rope with a t-handle on top to give you a better pull, then go to a floor jack, with constant pressure and tap it from the bottom,

The faq at the top of the page has some additional tips about removing,
 
I just did this in my boat. I personally just went straight for the floor jack method - it took a grand total of five minutes to tie a rope to the jack, pump the handle a few times and POP, out it comes.
