Cobra jet AK19 installed and stiff.

Just installed cobra jet AK19. They are very stiff. If I swing them up they don't snap back down. Is this normal at first? They are in the 5 and 6 holes. I have triple checked all of the washers and spacers and they are all correct and the bolt is not cross threaded. Anyone else have this issue? I since moved them down a hole and they are still stiff. If I loosen the 4 bolts/nuts for the cross bar then it is ok but the bar is loose. Suggestions?

I believe you are correct, but he never asked, I just stumbled across this. I put my home phone number in the emails and my email address , I answer questions any time if I am home, if not I will call back even if you did not leave a message because that is how I do things.
this happens occasionally so I know exactly what to look for the good news is using it as it is will not cause any issues since those fins are not going up unless he strikes something hard enough to rip off the keel and rudder, because my steering does not increase the draft of the boat the pictures may have revealed the cause and using it will probably loosen it up. So no worries.
 
He posted on facebook that he sprayed it with wd40 and now it is fine, good for him !
