Drain plug in ski holder storage

Can someone tell me if the drain plug needs to be in at all times where the ski storage is? I tried looking in the manual and didnt see anything about it?
 
A lot of debate on this one. I usually leave it in but also not sure which is correct.
 
Does anyone know what the rubber netting thingy is for that's inside the ski storage?
 
Lots of opinions on if the plug should be in or out. I leave mine in to improve the compartmentalization of the boat. It won't make much difference, but some.

@rayg1022 The rubber netty thing you is probably just a non-slip mat for the bottom of the ski locker that will cushion items you store in there (like skiis).
 
I see alot people surfing behind the wake of the boat. Can you do that with a SX190 boat?
