Engine will try to turn over but stops on compression stroke

Just bought a I think 95 searay sea rayder, previous owner said it had a new engine and one trip before putting it away for the winter. Bought the boat and was told it would fire right up once battery was charged, charged battery and try to start it amd it turns over half a crank and stops when it hits the compression stroke. New to boats and especially these jet boats. Any help is appreciated!

Pull spark plugs and see if water comes out when it cranks over then If it won’t crank get battery tested.

Or if the pump liner swelled up and is dragging the impellor especially after it has been sitting for a while.

Ok.pulled plugs and water came out of bottom plug, will turn over now without the plugs in. Anything I should be worried about? Or I good to out plugs back in and try to fire?

Not familiar with the engine but water in cyl is never good. Could be cracked block, head gasket, or a number of things.
