My ballast arrived today and the box had 3 fittings. One is the quick fill with chain cap, a plug and a vent cap. I put the quick fill adapter and the air vent on top and the drain plug at the bottom right?

That is correct. If using a permanent pump you would fill/drain from one of the bottom fittings. Fly high make nice bags. Cam.

That's what I figured. Thanks for confirming!

Oh and for my Tsunami turbo ballast pump I do submerge it completely in the water (wires ok to get wet) and not just some of the way, right? I read that to drain the pumps I just screw the pump directly onto the bag but is the vented part on the bottom of the pump ok to get submerged when I fill?

I am talking about when you drain the bag back into the water. You said it screws into the bag.... I must be misunderstanding what you are saying.

Edit: I got it now, you were talking about the heatsink looking portion of the pump ok to get wet..... It has been one of those days!!

haha yea I was talking about the vent section of the pump but as I watched a few videos, I just toss that whole pump in the water and let it do its thing I believe. The other side of the pump that goes onto the bag when its time to drain just twist locks in with the quick connect. Sorry if I caused any confusion lol :winkingthumbsup"
