Boat is in garage for winter and ready to go but opened the engine hatch and saw this in there by the bilge? Any what it is and if I should be concerned? Something need replaced?

Looks like a strap that would hold up a cable or hose....that would be pressed into a hole....I'd check the stuff around the shaft behind the motor to be sure nothing is rubbing
 
Check the seal around the counter rotating orgasmotron. It's in the engine bay to the left behind the quasi- dimensional harmonic dampener housing.
