Well there is no gelcoat on the tower. The tower should be all powdercoated aluminum. I see the crack in the finish though and i see a little rust streak there. Not sure what that is about. I am also not sure what exactly your picture is of. If the powdercoat is failing there then its most likely a large area. Not just where the crack is. That area or the piece would all need to be stripped then epoxy primer and a painted.
 
It seems more than just a spider crack and the rust makes me nervous. If i were you I would be more concerned about what is happing inside. At the very least lower t he tower and see if the mounting brackets etc are visible and if so do an inspection.
