Not sure if I did something wrong on re hooking up batteries, this come up will in float mode?
 
Just in case: Are they connected in series? That would give you 24V. I would do search on Voltage Regulators in forums.
 
whats the voltage reading? If they were in series at 24v your fuses would have popped. Could be the voltage regulator over charging the batteries but that should also come up while underway.
