Is this just the exhaust? Sealant coming out possibly?

I am in the process of changing the impeller on my '14 AR192 and noticed something beside the pump housing that had some type of rubbery (possibly sealant?) sticking out. I pulled it out, but I'm curious as to what this part is and why it had this stuff sticking out of it? Anybody have any input?

The wife thinks it's the exhaust. Should/How would we replace the sealant if that's what it is?
