I used Scotty's mounting plate on the gunnel: Mounting Plate
Was able to reach from underneath and install washers and locking nuts. If you put them on the back transom, the seat cushions come off for underside access.
I don't remember how I got to them. I bet the port side you can reach up through the battery access. Starboard, maybe through the engine access, or else remove the back hatch. However the easiest might be to pull the back cushions and reach in. There's an access hole under the cushions.
