New 195S 6950-7050rpm is all she will do

I have a brand spank'n new 195S that has left 1000rpm at the dock. In round numbers 7000 and 37mph is about it. Disappointed doesn't cover it.

* I personally changed the plugs , to no effect
* yes, all the ports etc are clean & secure
* proper break-in was observed
* the boat has been at the dealer now for two weeks and a "re-flash* supposedly will be attempted tomorrow
* My first inclination after researching on the forums here was my altitude was the culprit. This prompted a mild re-pitch (covered by Yamaha) to allow for my
density altitude 4000'. After a 1400 mile round trip to the purchasing dealer , I picked up maybe 100rpm with no performance improvement.

I have a 35 year old 300cc Jet Ski that runs 37mph. I'm tempted to just give it back.
 
Did you check oil level? Can you put in a lake that is closer to sea level and check the results?

Oil level within limits.
lake were dealer is testing only 2459'
S/L is too far to be practicable
 
What does within limits mean? It should just about 1/4 between Low and Full. If I am 3/4 full with oil I can lose 400-500 RPM's. Known issue with these engines.

I'll double check.
I expect the dealer would have had this known quirk on his list...... but ...... it is 2021 and I am rarely surprised by anything , thanks
 
They do not usually. Members get their boats filled to the full line from the dealer all the time. Read through some of the posts here.

How many people/how much weight in the boat?

Two adults (normal size) full fuel ........... 37mph isn't gonna cut it
 
Something is definitely off. I have the same boat and at WOT we were running 45 mph at 2k elevation with a full tank, 4 adults and 4 kids in the boat, with flat water. I remember because the kids wanted to go “max speed.” Otherwise, I usually only run up to about 6,200 rpm or so which usually works out to around 33-34mph.

Copy your 4000’ density altitude and 7000 rpm.

Did the engine pick up any rpm after the mild repitch? If not, more pitch reduction will be necessary to achieve rated rpm, I looked at the manual and rated rpm is not listed, I’ve seen 7400 & 7800 mentioned but cannot verify these numbers.

Is the dealer test lake elevation of 2459’ above MSL or density altitude?
 
dang Yamaha covered re-pitching of the impeller?? they barely want to cover anything lol
