No Locating Dowel In Inner Wear Ring?

Looking at my wear inner wear ring, I notice only one dowel on the interior mating surface where it meets to transom plate. I know I didn't lose it, I took this picture the second I took it off the boat.

Three questions:

1. What size dowel?
2. Is it a part I can buy at a dealer or will they probably have to order it?
3. Is it even safe to use the boat without it (still one in the upper bolt hole)? It would appear it wasn't there when I bought the boat.

Just odd man.
 
There should be 2. They look to be in stock on Yamahasportsplaza (not that I'd order from them-sometimes they ship slowly). I'd call the dealer and ask if they have any in stock....its only $2.33.

Watch the shipping if ordering from YSP. They stock a lot of parts, have reasonable prices, and have great tech info. But… they often charge a LOT for shipping.

I use them primarily for part number look ups! (just my habit)

That's the wrong one. It's the two locating dowels that the bolts pass through on the inner wear ring. #6 in the diagram. That little dowel pin I can make with a lathe, lol
 
Look in the other piece where it mates to. Are you sure it's not there?

I replaced the rings recently and could not remove the old ones from the ring, and they were not a standard size anybody had in stock in town. I went to an industrial bushing house and no dice

Waited for Yamaha until they showed up.

In your picture it is not even drilled for a pin
