No water coming from starboard cooling pilot

Took the boat out yesterday and noticed no water comi g from my starboard pilot outlet. Didn't get a over heating warning from my engine. Recently took one of my batteries out to be regarded could I have not reconnected something right to cause this? Or could it be a clogged those? The last time I was out on it I didn't have this problem
 
My bet is that you have a clog, typically inside the hull fitting where bugs like to build a nest. Push a weedeater string in the hull fitting to breakup any potential obstruction.
 
It's not a major concern since your not getting an overheat warning but it's something I'd want to figure out,

You should have 4 pee holes, 2 for each engine, 1 is for the thermostat the other is for pressure,

You should look in the FAQ for a video of "how the cooling water flows" it will help you understand it much better

Your battery should have nothing to do with this issue, the hoses and holes are on the (or should be) the opposite side,
