That looks like a scene out of live and let die. 'One of them new car boats'. .Frankly I'm impressed with the precision.

I think he was driving it on the trailer and accidentally throttled up. Something wrapped around the throttle or something. And it sent it up there between the truck and dock. So he unhooked his trailer and his buddy in the white truck is backing it up so they can winch the boat on. You can see wet tire tracks where they pulled the trailer out.
 
I saw this on QC. Certaintly an interesting way to clean under the boat.
 
I think the white truck is a park ranger, looks like a light bar on his roof and there's another one up the ramp parked perpendicular to to the launch. Probably answered someone's call for help or was patrolling the area when it happened. Just a guess.
