What’s directly beneath the floor of the port side rear storage compartment where AR 240 batteries are located? Is it safe to drill a hole in the floor of this compartment?

A qualified ... yes....

Your batteries have straps or boxes that have screws into the floor to hold them in place. So as long as you don't go longer than those screws you are fine. In the new 210s, they actually dropped the batteries down lower in that compartment to make more storage.
