400 no, they idle at >1,000RPM, but 4,000 maybe.
Things like that stuck in between the impeller and the stator segment can cause cavitation and the boat will not run very well, also the cooling intakes will be affected and it may throw and overheat code.

Maybe I explained it incorrectly. When I started my last outing I was getting 7400 RPM. Later in that outing I couldn't get above 6900-7000 RPM. I noticed when I took the boat out of the water and burped the throttle to get the water out some of this hay looking stuff went flying out of the nozzle. When I got the boat home I noticed more of it in the impeller. I took the nozzle off to get it out. It just seems pretty small stuff to cause my RPM loss.
