sport jet 120xr won't shut down with key

I have a 1996 custom made jet boat with a 120xr sport jet engine, when I purchased it they had to replace the rev limiter because the engine wouldn't shut down with the key, after getting it out on the water, noticed it was over revving again and wouldn't shut off with the key, so I replaced the rev limiter again, after finding loose ground wires everywhere, now it don't over rev, but, it still won't shut down with the key, any thoughts on where to go next?
