Sportjet 120, top speed 33? Any way to increase performance?

Hi! I've got a 96 Sea Rayder F16 with a Sportjet 120 on it. Everyone says the top speed is somewhere around 40 but I've never come close to it. With just me, maybe 35-6 mph, once (clocked using GPS). I don't keep anything heavy in it.

Here's what I'm looking at:
  1. Steering is loose. I can hold center but there's definitely give. Any way to tighten?
  2. Wear ring: I've looked at the impeller and it seems to have good gap but it's metal to metal, and I don't cavitate. Is there a recommended wear ring or method to add mph?
  3. Prop looks clean.
  4. Ride plate seal is new.
  5. Compression is fine.
  6. Carbs are recently cleaned and running beautifully.
  7. Gear oil is new.
  8. Fuel is ethanol free wawa.
  9. 2 stroke is who cares.
Anything else I should be looking at?
