Starboard throttle wont go forward more then half way

2019 212x. Took the boat out today and the starboard throttle wont shift forward only about half way, and engine rpms are under 3000. If I try to push it forward more it just doesn't move. Has anyone else had this problem or does anyone have any suggestions? Thank you kindly
