Is cavitation at low speeds normal? Goes away at 5-9 mph and above.

Are you going WOT or just putting around near idle speeds and it’s doing it?
Some cavitation from idle to WOT I would say can happen in the right conditions even on a brand new impeller. Can’t say what is happening on your boat is normal or not without more information.

Something is wrong then. I’d check for something wrapped around the shaft or damage on the impeller. Even a small piece of plastic or trash will cause it.
Also check the cleanout plug is fully seated. Not that it causes cavitation but the loss of thrust can feel similar.
