Tachometers not reading RPMs!

Excuse my ignorance, but need to know if the tachometers will read 0 RPMs when boat is on trailer/out of the water. I'm getting the boat ready for the summer and noticed that the tachometers are not reading RPMs while on my trailer at home. Not sure if this is correct or something is wrong with my tachs. or coms link between the tachs and ECM. Any insight on this is appreciated.
