Tires on new trailer - something missing?

I just purchased a 2018 Yamaha 242X and it came with a Shorelandr trailer. After getting the boat and trailer home, we notice that one of the wheels seems to be missing a part around the hub. 3 of the wheels look like the first picture, with the hub covered (the black plastic cap is removable and there is a steel casing around the hub). the 4th looks like the 2nd picture with a greased exposed hub. Any thoughts? Did part of the hub fall off? Is it OK to drive around and launch like this? Thanks for any thoughts!!

If the boat is new, I'd call the dealer and ask for a replacement on warranty - it should not have fallen off if installed correctly.
 
One of your boat buddies fell off, it’s as you described in that it keeps the bearings greased to prevent them from rusting out. They are pressed in with a hammer and held in by pressure not adhesive. Cost is under $20 . I’d would only get my dealer involved if they would mail me a replacement, it would not be worth my time and effort to bring my boat/trailer in for it.
