I just noticed that one of the cables that keeps the tower from lowering completely is loose, meaning whatever was holding it has fallen off. So the tower is only being held up by one cable currently. Before I go digging around in the compartment below it I thought I'd ask what I should be looking for. A nut and a washer of some sort?
 
A rubber washer, a regular washer that is larger and a bolt.
 
Although the intact side (pic) seems to not have lock washers, when I searched through the storage area there were two lock washers so I put it back together as nut, lock washer, metal washer, rubber washer, metal washer, lock washer, nut. Did it on the water since there’s more light, breeze and no mosquitos there. Even more amazingly I was able to make the repair with the pair of “useless” pliers that came with the boat.
