I see a round section that looks removable. What is that?

Do you have a picture? Do you mean under the rear seats or under the sun pad/engine hatch? Under my rear seat is a 1/2" piece of PVC that covers the gas tank. Under the sun pad/engine hatch on the back wall is a circular access panel. I'm not sure it's specific purpose but I used it to help gain access to that area when I replaced a steering cable as well as when I mounted my air/fuel separator on that same back wall of the engine compartment.

I opened it up and now see it is the fuel shut-offs!
