I use NOAA Smart Buoys app on my droid. it figures out where I am than finds the buoys around me then reads it's chip and tells me what is happening at that time, at that buoy. I can get air temp, wind chill, wind speed, wind gust, wave height max & mean, current direction & speed, water temp and a bunch more stuff. no radar though.
I use the SeaTow App. It has gps, weather, tides, winds, forcasts, radar and more. But I just got on it to verify all this before I ran my mouth and told you and I couldn't get the radar to load for some reason. Probably will later.
For non-sea specific conditions, I use RadarScope for iOS. It's a fantastic app and uses high resolution radar in most areas. Hit the locate button and it will geolocate you and select the nearest radar site. There are no fancy ground maps.
I look forward to trying out the other apps recommended here.
