What are these ports and are they okay to be underwater once I add ballast?

Maybe they wet storage locker drains, cooling water discharge, deck drains, or bilge overboard flow lines? What are they connected to on the inside?
 
Looks like bilge pump fittings. Do you have 2 bilge pumps? If possible find the fittings inside the hull and follow the hoses to where they come from.

I’m not near the boat and have been meaning to look at it closer once I got a chance. Just figured I would throw the question out there while I’m thinking about it.

I know it’s not the bilge, that’s on the side. I don’t have any wet storage that high.

I was thinking it may be some sort of vent for the exhaust gases or something.

It’s really high up on the transom but does dip in the water occasionally when there is weight on the swim deck. Just wasn’t sure if it could be under water for hours once I add the ballast.

I just need to take a closer look when I get to the boat.
