please excuse me for my ignorance but what is this for it is a 18 ar240 just fwd of the gas cap thank you in advance

Gas tank vent. In newer boats it is tethered to a fume canister (per EPA) located by the batteries.
When you pump gas, you can feel smelly ... gas escaping there.
