I went to check under my boat just to take a look at inside the jet, and noticed this fiber-y thing wrapped around.

Can someone confirm that it should or should not be there?

I’m going to go out on a limb and say no, it appears a rope or fishing line has gone through your grates.

Could this possibly be the reason for the boat to lose power/acceleration quickly, and then turning off?
 
Yes.
 
I am going out on a limb, but figuring the next question is how to address. Pulling the pump will probably be the most straightforward route.

This video was shared with me and helped outline the process.
 
I can't just remove the grate and cut off the crap wrapped around that rod?

Is pulling the pump necessary to ensure nothing else got caught up?

May not need to pull the pump...a sharp knife would probably cut the rope loose.
 
Removing the grate and resealing is probably more trouble than pulling the pump. However, it appears you can cut it off through the grate.
