What is this rubber cone on my 20 AR250?

should I be concerned with this big piece of silicone that came out of it?

That is your exhaust. The silicone comes off of them all the time, it is usually because they just slop way to much on. Same on a lot of the boats. Nothing to be worried about.

I think it is how Yamaha likes to get back at those of us who pay too much attention to our boats.
 
I had a big circular silicone clump rattling around in my exhaust too. It’s a gift from quality control. You’re lucky. ;)

THIS - after two summers mine finally puked half a ring of silicone out of the starboard exhaust a week ago. Haven't seen anything from the port side yet, but maybe it's in the lake.
