What part is this.... shipping mount/bracket

Hey all,
Purchased a used boat had 2 of these in one of the storage compartments does anybody know what this could be. I'm wondering if it is a shipping mount it bracket...

Yes....this is a folding tower bracket. When you fold down the tower you'll find it holds it in place folded down.
