1) I know the stepped hull would have to be eliminated
2) The rudder could be eliminated OR, the turning mechanisms of the pump could be eliminated
3) Why are there no go fast cats that are jet?

These boats are hydroplanes, and get to the speed they do by getting pretty much the entire hull out of the water. If they were jet powered they would HAVE to keep the rear hull IN the water for the intake....which would create a lot more drag and need a lot more HP to reach the same speeds.
 
I'd say pretty much every boat "like that" is designed to "go fast". Go fast boats (like that) are built without compromise. I think a jet drive cat deck boat could work though.
