Yamaha 212SD NOT IN CA ?

My local dealer is telling me that the Yamaha 212SD and 252SD are not CA legal. Has anyone else heard about this? Why? We're looking into getting the SD model opposed to the SE model because of the paddle engine controls. Any suggestions. Thanks,
 
Why?

Because Cali sucks. If the engines are not 4 star models they can’t come in Commiefornia through typical dealer channels. I think you can buy used or buy new out of state and go through some hoops, song and dance to maybe get one in but you better check good on that.
