2006 230SX starting issue

I pulled the boat out today and went to start it and the Starboard engine fired right up, BUT the Portside would not do anything at all. When turning the key there was nothing. I checked all safety switches and Neutral and still nothing. About 40 minutes later I tried it again and it started! Any ideas??
 
Has to be the clean out hatch safety switch if it didn’t turn over at all is my guess. Adjust it so it is compressed down harder.
 
Check the fuse on the bulkhead too.
