Had a question, is it better to have all the weight in the front when waters are rough to stop the bouncing around so much?
 
Too much in the front could cause a wave to come over in rough waters.

Installing trim tabs is the best way to adjust pitch/attitude and roll/list, if you are planning on boating in rough water (and keeping the boat) may be worth the investment.
Just keep in mind that pushing the bow too low in rough water (either with weight or tabs) risks "stuffing" it. In fact, when caught in a storm or facing very big waves, always keep a hand of the throttle to push the bow up not to get swamped.
