Help, what's this thing on my trailer spindle?

I've finally managed to get my trailer brakes and rotors completely off and I'm down to bare spindle (thanks to a couple of youtube videos I'll post in my other thread later).
Unfortunately, there's a thing on both of my spindles and I have no idea if I need it or not. In the picture below, it's the flanged ring and rubber seal on the base of the spindle. Clearly the seal isn't doing much. One side doesn't have the rubber seal (it could just be a piece of the old inner bearing seal for all I know).

This is on both sides of the axle and it's not coming off easily (I'd probably destroy it). My new kit didn't come with this part, so I'm hesitant to remove it. Does it stay or go? My rear bearing seal fits over it, but it seems like it's too much and the seal shouldn't be as stretched, IMO.

I'm headed to various shops to get a new rear bearing seal and other bits, so I need to know what this mystery sleeve is and if I need a new one. If so, what do I ask for and how do I get it off without gouging up my spindle in the process? BTW... this is a dual axle MFI trailer for my '08 212X, which originally came with UFP disc brakes if that makes a difference.
Maybe @kthrash ran into this when doing his rebuild? (tag, ur it)
