Oil filter housing on correctly or not?

Had my oil changed by a friend, and I'm not sure if the filter housing is screwed on completely (tight enough).

There is a gap between the top and the housing and the green dots don't line up.

Would anyone be able to verify by looking at the attached photos?

The engine has NOT been started since the oil was replaced.

Yes, normal. But the official number is 80 lbf-in in case you wanted to check it. I just make it snug.
 
Those caps are not your normal caps you think of in a car. There is a bolt that runs thru the filter with a couple jam nuts towards the bottom. These will tighten onto the base and cannot be tightened any further (unless you reposition the nuts) I unscrewed mine a couple time as I thought the same thing. Weird, I know...
