On the torque question, electric motors have a reverse torque curve to gas engines. So they have instant max torque at zero rpm and then taper off as rpm increases. It would be quite good at pulling from a stop, but I would worry about cavitation.

I would also hazard a guess that he would get much better range if he were just on plane rather than at 30 mph.

Not sure when that Nautique video was made, but EPIC dabbled in electric Watersports boats for years. They had pricing, not sure if they sold any production boats though.
 
what happens if you run out of juice in the middle of the lake? I guess carry a generator?!
