Weight capacity changed

Unfortunately, there was a fatal case in my neck of the woods a few years ago regarding a failure of the Coast Guard Certification system.

So.... how do #3 17' canoe hulls get a greater certified load carrying capacity than a 24' bowrider?

I have no freaking idea.

What if the people in the canoes had to stand up to get out?
